Welcome to the official website of the Djibouti Multisectoral Regulatory Authority. On behalf of the Regulatory Council, which I have the honor of chairing, I would like to extend my warmest greetings and express our ongoing commitment to creating a favorable environment for telecommunications and access to energy in accordance with the policy and vision of the President of the Republic of Djibouti.

I would like to take this opportunity to express my gratitude to His Excellency the President of the Republic of Djibouti for the trust he has placed in us by entrusting us with this mission. It is also an honor for me to salute and congratulate the members of the Regulatory Council of the Multisectoral Regulatory Authority of Djibouti for the excellent work they are doing in regulating the energy and telecommunications sectors.

The Vision 2035 of the President of the Republic of Djibouti aims to make Djibouti:

• A regional hub for digital connectivity, capable of connecting businesses, institutions and citizens to the global economy, thereby strengthening our international competitiveness.
• And to increase access to energy, while ensuring energy security as strategic keys to the expansion of manufacturing and industrial activities.

It is in this context that the government has undertaken major reforms in the telecommunications and energy sectors. The establishment of the Djibouti Multisectoral Regulatory Authority (ARMD) in 2020 represents a key milestone in the modernization of our legislative and regulatory framework.

The ARMD is now a key player in these reforms, ensuring regulation, healthy competition and efficiency in the telecommunications and energy markets, while guaranteeing consumer protection.
