The Republic of Djibouti has made major advances in the fields of telecommunications and energy, among others. The strategic initiative ‘Vision Djibouti 2035, initiated by the President of the Republic, has led to the launch of major projects aimed in particular at the digital transformation of the administration and businesses, as well as attracting investment in the digital sector. In addition, the proliferation of renewable energy development projects aims to meet ever-increasing energy demand.

Achieving these objectives under the best possible conditions requires the establishment of a body responsible for market regulation. In February 2020, the President of the Republic, His Excellency Ismaïl Omar Guelleh, promulgated Law No. 074/AN/20/8th L, establishing the Djibouti Multisectoral Regulatory Authority (ARMD). The ARMD's mission is to promote healthy and fair competition in the telecommunications and energy sectors, as well as in any other sectors for which it may be responsible in the future. It is important to note that the preservation of the public interest and the protection of Djiboutian consumers remain at the heart of its mission.

The creation of such a body demonstrates the government's desire to diversify the Djiboutian economy and reduce the burden of consumer spending on telecommunications and energy. The ARMD will also contribute to making Djibouti a digital platform and a regional and international hub for telecommunications.

Reducing costs to an affordable level, protecting consumers, establishing healthy competition, ensuring better quality of service and providing coverage across the entire territory are key objectives.

The digital revolution — accelerated innovation and technological change — requires us to build an inclusive digital society. This is the challenge we are ready to take on.
