The Multisectoral Regulatory Authority of Djibouti (ARMD), in collaboration with the International Telecommunication Union (ITU), is organizing a high-level national workshop dedicated to spectrum strategy and radio frequency regulation in the Republic of Djibouti, from 9 to 10 November 2025 at the Sheraton Hotel.
This two-day workshop, led by ITU international experts, brings together key stakeholders from the telecommunications and ICT sectors — the regulator, public institutions, operators, service providers, and technical and economic partners — around a shared objective: strengthening the strategic and regulatory framework for spectrum management, a vital resource for the country’s digital and technological development.
At the center of discussions are the challenges of strategic spectrum planning, modernization of the licensing framework, and optimization of spectrum pricing to meet the growing needs driven by new wireless technologies, mobile broadband, and satellite services.
Topics will include:
Assessing the legal and institutional framework governing spectrum management, as well as the decision-making mechanisms and related strategic objectives;
Analyzing the system for issuing spectrum licenses, allocation modalities, and pricing models to align with the new national spectrum management strategy;
Examining the economic and financial ecosystem of the ICT sector in Djibouti, including development indicators, investment dynamics, and ongoing strategic projects;
Identifying global factors driving spectrum demand, particularly the deployment of mobile broadband, satellite systems, and next-generation radiocommunication technologies;
Formulating actionable recommendations for frequency band planning, spectrum refarming, dynamic sharing, and the establishment of a secondary spectrum market;
Strengthening the national spectrum monitoring and enforcement system, including interference resolution, technical compliance mechanisms, and regulatory enforcement tools;
Developing a national action plan to improve the regulatory framework and ensure efficient management of spectrum resources over the medium and long term.
Through this workshop, ARMD and the ITU aim to consolidate the governance of radio spectrum and equip stakeholders to address challenges related to digital transformation, connectivity, and innovation.
The discussions will lead to strategic recommendations and a national action plan for spectrum management aligned with the socio-economic objectives of the Republic of Djibouti and with Djibouti Vision 2035.
This workshop on spectrum strategy and radio frequency regulation represents a major step forward in strengthening national capacities for effective frequency management. It will enable public and private actors to deepen their understanding of the technical, economic, and regulatory issues related to spectrum, fostering more rational and transparent planning. Through exchanges with experts from the International Telecommunication Union (ITU), the country will be able to adopt practices aligned with international standards. The workshop will also contribute to optimizing the use of spectral resources, which are essential to the development of the fast-growing digital sector. Finally, it will reinforce Djibouti’s position as a key regional player in the field of telecommunications.
