The Multisectoral Regulatory Authority of Djibouti (ARMD) held, on Monday, April 20, 2026, a feedback meeting dedicated to the final report of the mission concerning the establishment of the Universal Service Fund (USF). This meeting took place in the presence of representatives from ARMD, the Ministry of Communication in charge of Posts and Telecommunications (MC-PT), as well as the operators Djibouti Telecom, TO7, and Afrifiber.
This mission is part of the Eastern Africa Regional Digital Integration Project (EARDIP-SOP II), funded by the International Development Association (IDA) of the World Bank and implemented by the MC-PT. Its objective is to support the Djiboutian authorities in defining the regulatory and operational framework necessary for the establishment of a Universal Service Fund, intended to enhance equitable access to electronic communication services across the entire national territory.
The work carried out allows the ARMD, in particular, to better specify which services may fall under universal service, to identify appropriate financing mechanisms, to define the modalities for selecting the operators to be involved, and to have strategic guidelines for managing this public policy in a coherent and progressive manner. The mission has also resulted in the development of several concrete instruments, including a draft decree, a draft internal bylaw, and an operations guide for the USF.
The presentation of this final report is an important step in the ongoing efforts to provide Djibouti with an essential instrument for digital inclusion and balanced territorial development. Through this approach, the ARMD reaffirms its commitment to actively contributing to the development of a modern, efficient regulatory framework adapted to national realities, for the benefit of users, regions, and the telecommunications sector as a whole.
