From December 16 to 19, 2024, ARMD organized a training workshop in collaboration with the consulting firm Nodalis at the Palais du Peuple for numerous executives from the Ministry of Energy and ARMD.
This training workshop aimed to support the operationalization of ARMD in regulating the activities of the energy sector.
This training, which follows another session held in October 2024 for ARMD executives, covered several themes.
Initially, the trainer, Mr. Nicolas Stokowski, presented the legal foundations of the electricity sector regulation, introducing the management of the electrical system and the balance between electricity production and consumption. Since electricity cannot be stored, the balance between production and consumption constitutes a fundamental constraint of the electrical system. It is therefore crucial for ARMD executives to fully understand the regulatory implications of these concepts.
In the second part of the training, the concept of grid access was elaborated upon. The trainer explained the notions of grid access and the right to grid access, as well as the organization of the energy market. The electricity market comprises production, transmission, distribution, and consumption of electricity. This structure involves the participation of multiple actors in the market. The interactions between these actors and the delineation of their activities must be governed by regulations.
The ARMD is in charge of enforcing existing regulations in the energy sector and proposing additional laws to complement those already in place.
Nodalis Conseil was recruited by the International Finance Corporation (IFC), through technical assistance funded by the World Bank, to support the Government of Djibouti in defining a strategy and institutional framework conducive to the development of Public-Private Partnerships.
Nodalis's expertise covers all public infrastructure and services in the developing countries where the firm operates. As a specialist in developing countries, Nodalis can provide ARMD with its institutional, economic, financial, and technical expertise.
The technical assistance provided by Nodalis will continue throughout 2025 to train ARMD executives and its partners on various topics related to technical aspects and regulation in the energy sector, laying the groundwork for electricity regulation.
ARMD considers this training to have been rich in exchange and highly fruitful, as it enabled staff and participants to deepen or enhance their technical and legal knowledge in the energy sector in Djibouti. Since the primary objective of these training sessions is the operationalization of ARMD, it is essential to provide our collaborators with the necessary tools to excel in their functions.
