The Multisectoral Regulatory Authority of Djibouti (ARMD) organized a training workshop under the auspices of its Director General, Mr. Abdi Ilmi Achkir, with the aim of enhancing the skills and experience of its staff in regulatory matters concerning the telecommunications sector. This training, which was held from April 22 to 24, 2024, at the Sheraton Hotel, also benefited guests from the Ministry of Communication and the operator Djibouti Telecom.

 

 

The objective of this training was to provide ARMD staff with the essential skills required for its operationalization in matters pertaining to the economic regulation of telecom operators. The various sessions comprising this training addressed several aspects of telecommunications market regulation.

The first session covered the theoretical foundations and key players in economic regulation. The second session aimed to conduct an analysis of the telecommunications market to identify the existing actors and potential regulatory approaches. The third session addressed pricing and service regulation within the telecommunications market to identify anti-competitive practices. The fourth and final session of this training focused on calculating interconnection costs in a market context with multiple operators.

The training was led by Mr. Bernard Sanchez - a specialized telecommunications expert, and Mr. François Chemin – Consultant from MARPIJ Consulting. The international MARPIJ Consulting firm—with a presence in Europe, Africa, and the Middle East—has extensive professional experience in technical and regulatory assistance, as well as financial analysis in telecommunications. This firm was recruited by ARMD to support its operationalization in areas of economic analysis, organizational structuring, and also consumer protection and dispute resolution.

With the appointment of the Regulatory Council of ARMD during the 7th session of the Council of Ministers on Tuesday, April 23, 2024, the operationalization of the Authority is gaining significant momentum. 

The Regulatory Council, composed of 6 members appointed by decree for a 4-year term renewable once, is the highest governing body of ARMD and is responsible for supervising and governing regulatory activities while establishing the strategic direction of the regulator.
